Building the blueprint

When Jocelyn Fulton, Policy and Training Manager for the Strategic Procurement Department (SPD), joined Miami-Dade County 20 years ago, she never imagined it would become a long-term career. "I began my career with Miami-Dade County 20 years ago this past June, hoping to gain professional experience before returning to the federal government," Jocelyn said. She started with what was then the Department of Business Development before it temporarily merged with the Department of Procurement Management, now known as the Strategic Procurement Department. She later accepted an opportunity with CareerSource South Florida, where she spent more than five years performing fiscal monitoring. When a promotional opportunity became available within the Internal Services Department, in the division that would later become SPD, Jocelyn returned to procurement. "Over the past 13 years since returning to SPD, I've had some really great opportunities to thrive in this career," she recalled.

Today, Jocelyn is part of a small but mighty Training Team that develops and delivers training through the Procurement and Vendor Academies, which were launched in March 2023 to educate County departments and vendors, respectively, on procurement-related matters, including legislation, policies, and procedures.  "It's equal parts exciting and daunting because we're creating the blueprint for the future," Jocelyn said. "I truly enjoy and find purpose in my role. While the work of procurement professionals isn't always visible, the impact is certainly felt by the community we serve. I often refer to procurement professionals as the unsung heroes because many people may not know about us or understand what we do, but without us, government cannot operate or provide the goods and services our residents need."

Outside of work, Jocelyn is the youngest of ten siblings and the proud mother of four. She finds her greatest joy in spending time with family and appreciating life's simple moments. "My children are my world," she shared. "I don't have a desire for attaining material things. I'm content with peace of mind, reading a book in the corner, and being surrounded by family." Her perspective is guided by a simple reminder "tomorrow isn't promised." It's a philosophy that inspires her to live with intention, cherish the people she loves, and find fulfillment in both her career and her personal life.
