Joshua Patrick, a Zoo Operations Specialist 2 for the Parks, Recreation and Open Spaces (PROS) Department, has distinguished himself through exceptional leadership, an unwavering commitment to public safety and a lasting impact at Zoo Miami, PROS and beyond. Since assuming leadership of Zoo Miami's Security unit, Joshua has transformed the team into a highly professional, cohesive and proactive unit. Through his vision, accountability and commitment to excellence, he has elevated security operations to a new standard, strengthening the safety, preparedness and operational readiness of one of Miami-Dade County's premier public attractions. His leadership has enhanced the protection of employees, guests, volunteers and the animals in the zoo's care while fostering a culture where safety, professionalism and preparedness are shared responsibilities embraced throughout the organization.
As leader of Zoo Miami's Special Response Team, Joshua oversees the planning, training and execution of emergency response protocols that ensure swift, coordinated and effective action during critical incidents. Under his leadership, the team operates with exceptional readiness and confidence, supported by ongoing training, clear direction and a commitment to continuous improvement. His proactive approach has significantly strengthened the zoo's emergency response capabilities and reinforced public confidence in its ability to respond effectively during times of crisis.
Joshua's leadership was especially evident during the multiple bomb threats directed at Zoo Miami. Responsible for the safety of employees, guests, volunteers and one of Miami-Dade County's most recognizable public facilities, he demonstrated exceptional composure, sound judgment and decisive leadership under extraordinary pressure. As events rapidly unfolded, employees looked to him for guidance and reassurance. His ability to assess risk, coordinate response efforts, communicate clearly and make critical decisions ensured that every action prioritized public safety. His expertise has since earned recognition beyond Zoo Miami, with zoological institutions across the country and multiple Miami-Dade County facilities seeking his guidance on threat response procedures, emergency planning and preparedness strategies.
Joshua's commitment to protecting others extends beyond his managerial responsibilities. During Zoo Miami's Sex & The Animals event, when a guest sustained a traumatic head injury following a fall, Joshua immediately provided critical first aid and assumed command of the situation until Miami-Dade Fire Rescue personnel arrived. His calm, skilled response helped stabilize the guest during those critical moments. Responding emergency personnel specifically commended the quality of his treatment and bandaging, recognizing the exceptional level of training, precision and professionalism demonstrated.
Beyond responding to emergencies, Joshua has fundamentally changed the way Zoo Miami prepares for them. He regularly teaches First Aid, CPR and Stop the Bleed training to employees across multiple units, ensuring staff have the knowledge, confidence and practical skills needed to respond effectively during medical emergencies. His commitment to training others has strengthened Zoo Miami's emergency readiness and fostered a culture in which safety is everyone's responsibility.
Joshua is a trusted resource throughout Zoo Miami, supporting daily operations, major events, emergency response and complex operational challenges. His professionalism, accessibility and collaborative approach have earned the respect of colleagues across the organization. His influence also extends throughout Miami-Dade County where his expertise in security and emergency preparedness is increasingly sought by other County departments and facilities. By sharing his knowledge and mentoring others, Joshua continues to strengthen public safety well beyond Zoo Miami.

About Us
The People and Internal Operations Department ensures efficient County operations and fosters a thriving workforce by integrating internal services and human resources management. The department provides facility, construction, fleet, and risk management, along with ADA compliance, real estate, security, and parking services.
It supports workforce development through performance management, employee training, diversity programs, and collective bargaining, while addressing workplace policies, payroll, and workforce metrics. Additionally, the department resolves discrimination cases through investigation and mediation. Serving County departments, employees, and the community, it is committed to operational excellence and an equitable workplace.
