Eli Gutierrez

Mr. Eli Gutierrez, a Permitting and Compliance Administrator for the Miami-Dade Water and Sewer Department (WASD), is no stranger to helping others — it’s a value rooted in him from an early age. Since joining WASD in May 2021, Eli has brought more than two decades of local government experience along with a deep commitment to public service. “I signed up to be a public servant, and I’ve had role models along the way, starting with my parents,” he shared. “My mom runs a not-for-profit and her life is the community, and that dedication inspired me.”

During his time as Chief of Customer Service, Eli led WASD’s Customer Service Division to earn numerous commendations from nationally recognized organizations, including the National Association of Counties and J.D. Power. When asked how these achievements were possible, Eli explained, “There is no secret sauce. It’s simple — treat others the way you want to be treated. It feels great to be recognized for making a difference in our community.” He was also honored with the City of Miami Customer Service of the Year Award, though he is quick to attribute these accolades to the hard work and dedication of his team.

Eli’s commitment to service extends far beyond professional recognition. Recently, a resident, Ms. Gonzalez, reached out after experiencing an issue at a neighboring property. She wrote: “I am writing to compliment Mr. Eli Gutierrez. Last Sunday, I discovered an issue in the building behind my house. [Mr. Gutierrez] was patient, respectful, and quickly provided solutions. Thanks to his guidance, the issue was resolved the same day. I appreciate his dedication and hope more employees follow his example.”

When reflecting on the interaction, Eli shared, “Honestly, I had to go back and look up this interaction. While I appreciate that Ms. Gonzalez took the time to share her experience, I provided her with the same level of service I do all our residents.”

Beyond delivering exceptional service to Miami-Dade County residents, Eli is a devoted family man who enjoys spending time with his wife, four-year-old daughter, and extended family. He carries with him a guiding message that keeps him grounded: “If we treated each other with respect and the way we would like to be treated — or the way we treat our parents — the world would be a better place.”

About Us

The People and Internal Operations Department ensures efficient County operations and fosters a thriving workforce by integrating internal services and human resources management. The department provides facility, construction, fleet, and risk management, along with ADA compliance, real estate, security, and parking services.

It supports workforce development through performance management, employee training, diversity programs, and collective bargaining, while addressing workplace policies, payroll, and workforce metrics. Additionally, the department resolves discrimination cases through investigation and mediation. Serving County departments, employees, and the community, it is committed to operational excellence and an equitable workplace.
